25-Year-Old Woman Remains in Custody After Second Bail Application Denied in Emfuleni Municipality Fraud Case

Vanderbijlpark – A 25-year-old woman, Janitha van Reenen Coetzee, accused of defrauding Emfuleni Local Municipality of approximately R424,000, had her second bail application dismissed by the Vanderbijlpark Magistrate’s Court on Thursday. She remains in custody as the case proceeds.

Coetzee was arrested on 20 May 2026. She faces fraud charges related to a scheme in which she allegedly posed as an independent agent offering residents discounts on their outstanding municipal accounts. According to court details, victims paid her to settle their debts with the municipality, but the funds were not transferred to the local authority.

In addition, she is accused of submitting fraudulent claims that resulted in the municipality directly paying her around R424,000, money that was not passed on to the intended beneficiaries or used for legitimate purposes. The allegations form part of broader investigations into procurement irregularities at the cash-strapped Emfuleni Local Municipality.

The suspected fraud came to light through the efforts of the late Martha Mani Rantsofu, a finance official and acting accountant in the municipality’s finance department. Rantsofu identified suspicious transactions and claims amounting to R424,000 and reported them to her superiors before her death.

Rantsofu, aged 39 or 40 at the time, was gunned down in a targeted attack on 30 March 2026 while waiting for her vehicle at a tyre-fitting shop in Vanderbijlpark, metres from the local police station. She was shot multiple times, including once in the back of the head and several times in the back. Her murder is being investigated by the Political Killings Task Team, with authorities believing Coetzee may possess information relevant to the case. Coetzee has not been charged in connection with the killing.

Coetzee’s initial bail application was denied in early June 2026. The court cited concerns over her being a flight risk, the possibility of interfering with witnesses, and the interests of justice. Her residential address could not be properly verified, prosecutors argued. A fresh bail bid based on new facts was heard later in June, but it too was rejected on Thursday. The matter has been postponed for further investigation.

The case is linked to wider allegations of corruption and irregular procurement at Emfuleni Local Municipality, including a high-profile R16 million “ghost fleet” scandal. In that matter, the municipality allegedly spent millions on vehicles such as trucks, graders, and bakkies, with reports indicating that only a fraction of the ordered fleet was delivered. Municipal manager April Ntuli filed criminal complaints against several employees and service providers in April 2026 following a forensic probe.

Rantsofu’s family has publicly appealed to Coetzee to provide any information she may have about the circumstances surrounding the whistleblower’s murder. The killing has heightened concerns about the safety of officials exposing irregularities in South African municipalities.

Emfuleni Local Municipality, which serves areas including Vanderbijlpark and Vereeniging in Gauteng’s Vaal Triangle, has faced ongoing financial and governance challenges. The fraud allegations and linked murder investigation underscore the risks faced by those attempting to address corruption in local government.

Coetzee, described in some reports as a former municipal official or contractor associated with the municipality, made brief appearances in court during the proceedings. The National Prosecuting Authority has confirmed the details of the charges and the outcomes of the bail applications. The case continues to draw significant public and media attention due to its connection to both financial crime and a high-profile assassination.

As investigations proceed, authorities are expected to deepen their probe into the full extent of the alleged scheme and any potential links between the fraud and Rantsofu’s murder. Coetzee remains detained pending further court appearances.
